 Goals:

  1. To monitor legislative production and enforcement of the law in relation to the Basic Law of the SARM and other legal documents passed down from the Portuguese administration.
  2. To observe Macao's political and institutional development and measure the Beijing Central Government's influence on local policy and its repercussions on the Portuguese-matrix institutions (local authorities, trade unions, associations, foundations).
  3. To assess the effects of the transition on society in the SARM, particularly its citizens' freedoms, rights and guarantees.
  4. To analyse the SARM's foreign relations and its role in international forums, vis-à-vis Chapter VII of its Basic Law and the PRC's gradual commitment and its role in the international community.
